Anthropic’s Claude Fable 5 model is back online for users worldwide, after the US Department of Commerce lifted Export Administration Regulations restrictions that had kept the model offline for 19 days.
How the Shutdown Began
Fable 5 launched on June 12, 2026. That same day, the Trump administration ordered Anthropic to restrict access to both Fable 5 and its higher-capability sibling Mythos 5 across all platforms. The directive cited a jailbreak technique uncovered by Amazon researchers: by prompting the model to analyze a specific codebase and flag software vulnerabilities, testers were able to get it to produce code demonstrating how those flaws could be exploited.
Amazon CEO Andy Jassy reportedly alerted US officials to the security risk. The Commerce Department invoked export control authority to halt all foreign national access — a step that effectively shut both models down globally, affecting US users as well.
The Dispute
Anthropic publicly challenged the government’s assessment. According to the company’s official statement, the jailbreak was narrow and non-universal, and the level of capability displayed there is widely available from other models already in deployment. Anthropic also criticized the process as lacking the transparency, fairness, and technical grounding the company believes should govern such decisions.
White House adviser David Sacks characterized the situation differently, claiming Anthropic had refused to address the issue.
Restoration
On June 30, the Commerce Department lifted the export controls. Fable 5 returned to Claude.ai, the Claude Platform, Claude Code, and Claude Cowork on July 1.
Anthropic says it deployed an improved safety classifier targeting the bypass technique, which now blocks it in more than 99% of attempts. Blocked requests are routed to Claude Opus 4.8 instead of being rejected outright. For Pro, Max, Team, and select Enterprise subscribers, Fable 5 usage is included within 50% of weekly limits through July 7, after which access shifts to usage credits.
Mythos 5 Remains Restricted
Mythos 5 has not been fully restored. Access was reauthorized only for a limited set of US organizations that received government approval on June 26. Anthropic says it is working with federal authorities to expand access through a program called Project Glasswing.
