OpenAI released three new frontier models on June 26, 2026, under the GPT-5.6 designation: Sol, the company’s most capable model to date; Terra, a cost-efficient option delivering roughly GPT-5.5-level performance at approximately half the price; and Luna, the fastest and most affordable of the three.
What’s new
Sol is designed for demanding tasks in coding, scientific reasoning, biology, and cybersecurity. The model sets a new record on TerminalBench 2.1, a benchmark that tests complex command-line workflows requiring planning, iteration, and tool coordination. OpenAI introduced two new operating modes alongside it: Max, which gives Sol extended time to reason through difficult problems, and Ultra, which routes subtasks to sub-agents to tackle multi-step work in parallel.
Terra is positioned as a practical everyday model — comparable to GPT-5.5 in capability at roughly half the cost — while Luna targets use cases where speed and low cost take priority over raw power.
Restricted rollout
None of the three models is available for general use. OpenAI says it is starting with “a small group of trusted partners whose participation has been shared with the government,” following a U.S. government request. The arrangement echoes restrictions previously applied to Anthropic’s most advanced models.
OpenAI expressed disagreement with the approach, describing it as “a short-term step,” and said it plans to make the models broadly available through ChatGPT, Codex, and the API “in the coming weeks.”
Safety
Sol launches with what OpenAI calls its “most robust safety stack yet,” developed through human red-teaming and more than 700,000 A100 GPU-equivalent hours of automated safety testing before release. The model includes strengthened protections for higher-risk activities, sensitive cybersecurity requests, and patterns of repeated misuse.
Why it matters for Georgia
Georgian developers and businesses that build on OpenAI’s API will gain access to significantly more capable models once the rollout broadens. Terra in particular — offering GPT-5.5-equivalent performance at a lower price — is relevant for cost-conscious startups and research teams across Georgia and the South Caucasus. The current government-supervised preview means that access for Georgian users is likely a matter of weeks away, not months.
